Covert Intelligence Service (CIS) is an American private intelligence company registered in Nevada and Wyoming. It offers services that allow private citizens to pay to be trained by former field intelligence operatives.[1]
Jacob Collins began working in developing nations in 1997 through Mercy Ships, a non-governmental organization providing large maxilliofacial tumor surgery, cleft lip and cataract surgery as well as education and prevention services. In 2000, he "started several projects to work with existing laws and try to raise awareness for new laws to prosecute American [c]itizens committing atrocities abroad."[2]
He founded Covert Intelligence Service some time after that, working directly with agencies of the United States Federal Government to combat abusers of animal and human rights.[1:1] Such agencies include the Federal Bureau of Investigation (FBI) and U.S. Immigration and Customs Enforcement (ICE).[2:1]
The company was incorporated in Nevada on November 4, 2013.[3] CIS planned to launch "Spy Camp and Cruise" programs in the Caribbean, Morocco and Eastern Europe in 2015.[1:2]
A second corporation was registered in Wyoming on December 15, 2021.[4]
CIS receives funding through Tiny Stars.[5] CIS also hosts the Covert Intelligence Society, which describes itself as "a private membership of intelligent, innovative thought leaders." Members of the society are "trained by former CIA case officers in the art of clandestine service to enhance their business and daily lives."[6]
The company claims to employ former field officers from the Central Intelligence Agency (CIA), Committee for State Security (KGB), Delta Force, Federal Bureau of Investigation (FBI), International Criminal Police Organization (Interpol), National Security Agency (NSA), the Secret Intelligence Service (MI6), United States Customs and Border Protection (CBP), United States Navy Seals, and other international intelligence agencies, numbering in the hundreds.[2:2][1:3]
